چکیده

We provide a simple proof of the equivalence between ex ante and ex post budget balance constraints in Bayesian mechanism design with independent types when participation decisions are made at the interim stage. The result is given an interpretation in terms of efficient allocation of risk. We thank Yoram Halevy, Martin Hellwig, Mike Peters, Phil Reny and Larry Samuelson for comments and helpful discussions. A Note on Budget Balance under Interim Participation Constraints: The Case of Independent Types

We provide a simple proof of the equivalence between ex ante and ex post budget balance constraints in Bayesian mechanism design with independent types when participation decisions are made at the interim stage. The result is given an interpretation in terms of efficient allocation of risk.

Coordinating research through research joint ventures

In a simple model, we show that a joint venture can implement the rates of investment that maximize joint profit when firms’ research abilities are private information. This can be done with budget balance, even though there are participation constraints. There is no conflict between budget balance and participation constraints because firms’ payoffs can depend on ex post signals of abilities. ...

Efficient Mechanisms with Risky Participation

There is a fundamental incompatibility between efficiency, interim individual rationality, and budgetbalance in mechanism design, even for extremely simple settings. Yet it is possible to specify efficient mechanisms that satisfy participation and budgetbalance constraints in expectation, prior to types being realized. We do so here, in fact deriving mechanisms that are individually rational fo...

Public goods, participation constraints, and democracy: A possibility theorem

It is well known that ex post e¢ cient mechanisms for the provision of indivisible public goods are not interim individually rational. However, the corresponding literature assumes that agents who veto a mechanism can enforce a situation in which the public good is never provided. This paper instead considers majority voting with uniform cost sharing as the relevant status quo. E¢ cient mechani...

Overcoming Participation Constraints

In incomplete information environments with transferable utility, efficient outcomes are generally implementable unless interim or ex post participation constraints are imposed on the problem. In this paper we show that linking a sufficiently large number of independent but possibly unrelated social decisions, a slightly perturbed Groves mechanism can implement an efficient outcome with probabi...
